The United States Housing Corporation (appellee) was one of the instrumentalities used by the government in the prosecution of the late war. It owned certain lands located in Henrico county, Va., on which it had begun the building of a new town. In 1918-19 the question of sewage disposal for the town became acute, and appellee negotiated with the owner of nearby property for the right to construct and operate a sewage system across her lands...
