Under and pursuant to Missouri law, a corporation, the Hope drainage district, was duly formed. Its general purpose was to bring about the protection from floods of farming lands in a certain territory in Daviess county. It was authorized to and did issue bonds, maturing at varying dates, which were sold on the market. William Snower, plaintiff and relator, holds and for some time has held some of these bonds. His bonds total $4,000 in amount...
