This appeal challenges the constitutionality of the Longshoremen's and Harbor Workers' Compensation Act as made applicable to the District of Columbia by Act of Congress approved May 17, 1928 (Tit. 19, § 11, D. C. Code 1929, 45 Stat. 600, c. 612, § 1; title 33, USCA § 901 et seq.).
