The Act of June 3, 1911, of the Commonwealth of Pennsylvania (P. L. 639, § 1 [63 PS § 401]) provides that:

"* * * It shall not be lawful for any person in * * * Pennsylvania to engage in the practice of medicine and surgery, * * * or to assume the title of doctor of medicine and surgery, * * * or to diagnose diseases * * * unless he or she has first fulfilled the requirements of this act and has received a certificate of licensure...
