On December 11, 1928, the S. S. William Rockefeller lay bow in, without power, on the south side of Pier 4, in the yards of the libelant, where she was undergoing contract repairs. It was desired to berth her on the north side of Pier 3, in the same yard, to accomplish which the Olsen Water & Towing Company was employed by libelant.
