This is a suit in equity brought by the plaintiff on two alleged causes of action.

In the first cause of action, plaintiff complains of the revocation of his permit 1 — 9412, and seeks a review thereof under sections 5 and 9, title 2, of the National Prohibition Act (27 USCA §§ 14, 21).
