The steamtug Lotta Cowles, having in tow two light barges, drawn side by side, was proceeding to dock at the Lake & Rail elevator dock in the Buffalo River, at Buffalo, N. Y. The tow, driven by the wind blowing up stream, swung out of its course, and the barge Elizabeth M. Miller, which was on the port side, collided with the barge Pease, which was headed down stream and in tow of the tug Tourist. The damages claimed resulted from such...
