Appellant owns and operates a radio broadcasting station with call letters WPTF, located at Raleigh, N. C. The station is licensed to operate in daytime upon frequency 680 kilocycles with power of 1 kilowatt.

In July, 1930, appellant filed an application with the Federal Radio Commission requesting a permit to increase its power from 1 kilowatt to 5 kilowatts, and to install for that purpose a new transmitting apparatus at a location...
