This is an appeal from an order of the court below dismissing a bill brought to review the action of the federal prohibition administrator for the Seventh district in refusing to renew a permit for the use of specially denatured alcohol under section 4 of title 2 of the Act of Oct. 28, 1919, c. 85 (27 USCA § 13). The complainant was Dr. Wm. Quitt, a dentist of Baltimore, who is engaged, under the name of the Three Flower Chemical Company...
