Richard Payne, a longshoreman, was fatally injured while he was assisting in loading a ship that was afloat in the Mississippi river alongside a wharf at New Orleans. This action was brought under the Longshoremen's and Harbor Workers' Compensation Act, 44 Stat. 1424 (33 USCA §§ 901-950), by the father of the deceased, who in the District Court was awarded compensation as a dependent against the shipowners and the insurance carrier...
