The Federal Control Act (40 Stat. 451) provided for the taking over of railroads and the payment of just compensation for the use thereof. The Cimarron & Northwestern Railway Company was taken over December 28, 1917, and turned back June 3, 1918. The company was paid certain sums at various times, but final settlement with the Director General of Railroads was not made until 1923.
