On January 17, 1919, the steamship Otsego, in the United States Army Transport Service and owned by the United States of America, was towed from the Bush docks in Brooklyn, to Fletcher's dry dock, Hoboken, N. J., by Fred B. Dalzell & Co., Inc., with which company a contract of towage had been entered into on the part of the government, which contract is Libelant's Exhibit A.
