This is a companion case to the case of United States v. Halbert (C. C. A.) 38 F.2d 795, and was submitted at the same time and upon the same record as the other companion cases. The decree awarded allotments to all the plaintiffs, and the government appeals. It is alleged in the complaint that the plaintiffs are, and at all times since their birth have been, persons of part Indian blood, over twenty-one years...
