By bill in equity verified May 8, 1930, the plaintiff seeks to review the action of the then Prohibition Administrator for this district in refusing a permit for the withdrawal of 30,400 proof gallons of alcohol for denaturation. The refusal is contained in a letter addressed to the plaintiff by the said administrator on April 17, 1930, reading as follows:
