The question presented for decision is as to the liability for a collision which occurred on August 23, 1929, in the Neches river, a few miles below the city of Beaumont in the state of Texas, between the Norwegian steamship Varanger, owned by libelant, and the American steamship Dora Weems, owned by the cross-libelant. Substantial injury was caused each vessel. On behalf of the Dora Weems $12,000 damages is claimed, and $10,000...
