This suit has been brought to restrain the defendant city and its treasurer from enforcing a tax levy upon plaintiff's income as hereinafter stated. The complaint alleges:

"1. The complainant, Buick Motor Company, is, and was at all times hereinafter mentioned, a corporation organized and existing under and by virtue of the laws of the State of Michigan, and is a citizen of said State, having its principal office in the city of Flint...
