These two suits arise out of a fire which happened on the Shipping Board steamer Pinellas at Charleston on the night of June 15, 1921, whereby her cargo of cotton was damaged by fire and by water used to extinguish the fire. The first suit is brought under the Suits in Admiralty Act (46 USCA §§ 741-752) by the owners of the cargo to recover from the United States the cargo damages.
