These appeals are from judgments of the Supreme Court of the District of Columbia granting writs of mandamus against the Interstate Commerce Commission. The two cases involve the same issue, were submitted together, and we will treat them as a single case. The cases relate to rates on grain and grain products in carloads from points north and west of Montgomery. Ala., and Nashville, Tenn.
