The Legislature of Arkansas in 1919 (1 Road Laws Ark. 1919, p. 36) created road improvement districts Nos. 7 and 9 of Crittenden county. The act contained the usual provisions for the organization of the district, the assessment of benefits, and levy and collection of the necessary tax to defray the cost of constructing and improving roads, etc. Section 27 of the act provides that, when any of the highways to be constructed by any of said districts...
