In 1913 the Texas Legislature passed the Employers' Liability and Insurance Acts. In 1917 these acts were amended. Article 5246, Vernon's Texas Civil Statutes 1918. Article 5246 — 44 (5246) reads as follows:

"All questions arising under this act, if not settled by agreement of the parties interested therein and within the terms and provisions of this act, shall, except as otherwise provided, be determined by the board. Any interested...
