VAN VALKENBURGH, Circuit Judge.

This case arose out of an industrial conflict between the operators of coal mines and their employees, resulting in a general strike of the coal miners throughout the state of Colorado. The situation was most acute in the counties of Boulder and Weld. An armed clash had occurred in the latter county. The Constitution of the state of Colorado provides that:

"The supreme executive power of the state shall be vested in the Governor...
