The State of Oklahoma, asserting ownership of the Arkansas River bed below high water mark where it bounds the Reservation of the Osage Tribe of Indians on the southwest, gave leases on the bed which purported to grant the right to develop and take the underlying deposits of oil and gas on stipulated royalties to be paid the lessor. Thereupon the United States, as trustee and guardian for the Tribe, filed its bill against several of the State...
