This action is brought against the United States of America, as owner of the steamship Archer, for shortage of and damage to two shipments of coconut oil, consisting respectively of 665 tons and 108 tons, carried in the deep tank of the steamship Archer, from the port of Manila to the port of New York.

The libelant Procter & Gamble Company was the owner of the shipment of 108 tons, having purchased the same from the libelant Philippine...
