By properly authorized orders or decrees of the county court of Poinsett county, Ark., made on and prior to July 26, 1909, drainage district No. 3 of that county was created, its limits prescribed, the cost of the organization and location of the district fixed at $4,973.15, the amount necessary to pay all compensation and damages for right of way, supervision of the work, and other expenses
