The facts are that he, together with several hundred others in like situation, and against whom, as stated at the argument, this is a test case and like proceedings will be taken, had, in due course, appeared before the officials of the Naturalization Bureau of the United States at Philadelphia, had complied with all the requirements of law in regard to witnesses...
