By two libels of information the government prays for the forfeiture of the steel auxiliary vessel Przemysl and its cargo of alcohol and liquor. The libel against the vessel charges an alleged violation of section 584 of the Tariff Act of 1922 (42 Stat. 858, 980, 19 USCA § 486 [Comp. St. § 5841h3]), because of its alleged failure to produce the manifest required of vessels bound for the United States, and also an alleged violation...
