These are separate writs of error from judgments, in two consolidated cases, according recovery on county warrants.

These warrants were issued in payment of a contract to build a courthouse. The statutes of Arkansas prescribe the method of making such contract as follows: Commissioners are appointed by the county court who receive bids and enter into a tentative contract; they then report such action to the court and, if their action...
