This is a suit to enjoin the officers of the state from enforcing against the plaintiffs an act of the Oregon Legislature known as the Cosmetic Therapy Law (Laws 1925, c. 75), which makes it a crime for any person to practice the profession of cosmetic therapy, as therein defined, without first having obtained a certificate of registration from the state board of examiners.
