This is an appeal from a decree of the District Court of the United States for the District of Porto Rico, in a bill in equity filed by the Santini Fertilizer Company, a corporation organized under the laws of Porto Rico, against the Treasurer of Porto Rico, and both are citizens and residents of that island. They will be designated for convenience as in the original bill.
