On February 19, 1923, between 3:30 and 4 p. m., the coal hoister No. 2, owned by the libelant, went into North Henry street, and tied up at the dock on the side toward the bridge. The No. 2 was in charge of a man who had never been on that side before. Whatever may be the conflict in the testimony, I find the facts to be as follows:
