Complainant, a citizen of Pennsylvania, alleges himself to be the owner of certain land, gas rights, and wells in the parishes of Morehouse and Ouachita, Louisiana, valued at more than $200,000, acquired in June, 1925, for the purpose of producing natural gas and manufacturing it into carbon black.

On October 29, 1925, he filed with the defendant commissioner of the department of conservation...
