In the lower court the appellants, as plaintiffs, filed a bill in equity, praying for an injunction to restrain the commissioners of the District of Columbia from enforcing the provisions of a certain Act of Congress approved May 17, 1924 (43 Stat. 120), upon the ground that the act is unconstitutional and void, and constitutes an invasion of appellants' property and contract rights without due process of law.
