On and for several years prior to July 13, 1922, the appellee, the city of Chicago, owned a waterworks crib used in connection with its distribution of water to the residents of the city, known as the "Carter H. Harrison Crib," and located on the navigable waters of Lake Michigan at a point north and east of the harbor entrance to the city.
