STEINES v. FRANKLIN COUNTY.

Mr. Justice CLIFFORD delivered the opinion of the court.

Jurisdiction may be exercised by this court in three classes of cases where a final judgment or decree in any suit in the highest court of a State in which a decision in the suit could be had, is brought here by virtue of a writ of error to the State court, as authorized to be issued under the act to amend the act to establish the Federal judicial courts.
