Lisa Ruhl Carter's husband, Raymond Ruhl, was shot and killed when Illinois State Police officers tried to arrest him for conspiracy and solicitation to have Carter murdered. Carter, as administrator of Ruhl's estate, brought this action under 42 U.S.C. § 1983 seeking $3,000,000 in damages from Illinois State Police officers, employees of the Illinois Department of Corrections...
