Alice Loggins Hill ("Hill"), as administrator of Debbie Denise Loggins's ("Loggins") estate, sued several police officers and Carroll County, Mississippi, under 42 U.S.C. § 1983 for claims arising out of her daughter's death while she was being driven to jail.
