Gary Smith contacted a high-voltage power line and suffered personal injuries while riding atop a house being transported down State Route 500 in Camas, Washington. Smith sued the Clark County Department of Public Works (County) for negligently approving the move permits and Clark Public Utilities (CPU) for negligently reviewing the proposed route for utility hazards.
