In the primary question in this interlocutory appeal, we determine whether a state university's cancer-treatment center waived sovereign immunity to a patient's claims that she was injured by allegedly falling from a hospital bed after the nurse monitoring her care raised the upper side rails on the patient's bed, but did not raise the lower side rails.
