Montgomery County Deputy Sheriff David Jenkins sued the City of Houston for injuries he received when he was bitten by a trained police dog owned by the City. In response, the City filed a plea to the jurisdiction and moved for summary judgment, asserting different arguments for governmental immunity in each. In its plea to the jurisdiction, the City argued that because Jenkins sued both the City and one of its employees...
