Appellant, the City of Beaumont ("City") appeals the trial court's order denying its plea to the jurisdiction, and granting Starvin Marvin's Bar and Grill, L.L.C. ("Starvin Marvin") temporary injunction enjoining the City from enforcing City of Beaumont Ordinance 11-025.
