JOURNAL ENTRY AND OPINION

{¶ 1} Plaintiff-appellant city of Cleveland ("the city") appeals the trial court's decision to grant summary judgment to the defendant-appellee Audrey McIntyre ("McIntyre"). We affirm the trial court's decision.
