{¶ 1} Appellant, Cheryl Foreman, appeals the Franklin County Court of Common Pleas' dismissal of her R.C. 119.12 appeal from a decision of the State Personnel Board of Review ("SPBR") for lack of subject-matter jurisdiction. Appellee, the Lucas County Court of Common Pleas ("appellee"), has filed a motion to dismiss Foreman's appeal as untimely.
