After confidential information was received that petitioner, a prison inmate, was watching female correction officers through a peep hole in the wall of a staff bathroom, he was served with a misbehavior report charging him with stalking, harassment and creating a disturbance. Following a tier III disciplinary hearing, petitioner was found guilty of stalking and harassment and the determination was affirmed on administrative appeal.
