This case has its genesis in an altercation between Kimberly Jones (hereafter "Petitioner") and two Prince George's County Deputy Sheriffs, Billy Falby and Gerald Henderson, during the deputies' attempt to serve an arrest warrant for an individual at the home of Petitioner. Petitioner filed a twelve-count complaint in the Circuit Court for Prince George's County, naming as defendants Deputies Falby and Henderson and their employer, the State of Maryland...
