David R. Romero (the "plaintiff") is appealing the trial court's judgment rendered in favor of the Caddo Parish Commission (the "CPC"), dismissing his request for the issuance of a preliminary injunction to enjoin the construction and improvement of a water line (the "Goldsberry Road Water Line Project"). For the reasons discussed below, we find that the trial court did not err in denying the preliminary injunction, and we affirm the trial court's judgment...
