In this workers' compensation case, defendant, the State of Louisiana through the University of Louisiana at Monroe ("ULM"), filed this suspensive appeal from a ruling granting summary judgment in favor of claimant, Herman Slade. Slade answered the appeal, claiming error in the denial of attorney fees and penalties. For the following reasons, we AFFIRM.
