The Council on Developmental Disabilities, Inc. ("Council") appeals from the February 9, 2011, opinion and order of the Franklin Circuit Court denying its motion for declaratory judgment which sought to compel the Cabinet for Health and Family Services ("Cabinet") to produce certain documents related to individuals who died in community placements. For the following reasons, we affirm.
