OPINION

Justice HOFFMAN delivered the judgment of the court, with opinion.

The office of the Cook County public guardian (Public Guardian), acting on behalf of B.G., appeals from the circuit court's decision to vacate, pursuant to section 2-1401 of the Code of Civil Procedure (Code) (735 ILCS 5/2-1401 (West 2008)), its prior judgment terminating the parental rights of Anne G., B.G.'s natural mother.1
