In 2005, the Appellant, Gary R. Nikolits, Palm Beach County's Property Appraiser, assessed as tangible personal property for purposes of ad valorem taxation computer software, i.e., "Wireless Services Software," of the Appellee, Verizon Wireless Personal Communications, L.P.
