I. INTRODUCTION

Plaintiff, Alan Murphy ("Plaintiff"), is the administrator of the estate of decedent, Arthur J. Murphy ("Decedent"), who died after an altercation with staff at the Middlesex County Adult Correctional Center on November 26, 2013.1
